The characters were mostly depicted as circus animals that were diguising themselves as human circus performers or something other than what they were.The premise for this is that the characters are all vying to hide their true natures from the government inspector. | ||||||||

The German doctor- completely out of place as a fish and, more absurd, riding a unicycle |
The police as bears pretending to be gymnasts 
Whippet as a rat diguising himself as a lion |
